TERMS AND CONDITIONS PHILLIP E-ACCOUNT
– Effective Date: 10 December 2024
1. Introduction
A. These Terms and Conditions form an agreement made between Phillip Bank Plc. (“PLB”) and you, the customer, regarding the opening of a Phillip E-Account through the Phillip Mobile.
B. Before clicking “I agree” You are required to carefully read the terms and conditions. By clicking on “I Agree” you confirm that you have read, understood, acknowledged, and accepted the Terms and Conditions to create the Phillip E-Account through the Phillip Mobile with Phillip Bank.
C. These terms and conditions do not represent all the terms and conditions under which banking products and services are provided. Additional terms and conditions may apply pursuant to Cambodia law and/or regulatory requirement.
2. Definition
A. “Phillip E-Account” refers to an account opening via Phillip Mobile. This account is not requiring any initial deposit and non-interest bearing account.
B. “Device” refers to a supported mobile device such as a cellular phone, tablet, or any web-enabled mobile device capable of handling secure SSL traffic and receiving text messages.
C. “Phillip Mobile” refers to the application that you download from Google Play Store or Apple Store which allows you to open a Phillip E-Account with Phillip Bank.
D. “Scan QR” refers to a QR code scanning feature in the Phillip Mobile that enables users to scan and make payments
E. “Security Credentials” refers to personal identification numbers such as login PINs (4-digit PIN), One-Time Password (OTP) and other codes and access procedures including Short Messaging Service (SMS), provided by Phillip Bank for access to and usage of services within Phillip Mobile.
F. “Biometric Identifier” refers to authentication methods such as fingerprint, facial recognition or any other biometric data supported by the mobile device manufacturer allows a user to authenticate their identity for unlocking their mobile device and accessing Phillip Mobile.
G. “PIN” refers to a unique 4-digit number used for logging into Phillip Mobile and confirming financial transactions.
H. “Notification” refers to SMS and in-app messages sent regarding banking transactions or general alerts by Phillip Bank.
I. “You” or “Your” refers to the verified account holder with Phillip Bank Plc.
J. “We,” “Us,” “Our” and “Phillip Bank” refers to Phillip Bank Plc.
3. Online Account Opening
A. Please download the Phillip Mobile from Google Play Store or Apple Store and sign up by completing the required fields with sufficient information. This process includes uploading of a photo of your National ID/ Cambodian Passport along with your own photo for verification when operating the account with the Phillip Bank.
B. Phillip E-Account will be created in both USD and KHR currencies.
C. You can perform the banking services within the Phillip Mobile such as phone top-up, fund transfer, bill payment, QR Scanning, and other available services, with the following daily limit amount:

Maximum amount per day per customer | US$ 3,000. For KHR transactions, the maximum amount is determined based on the prevailing exchange rate. |
We have sole discretion to change the transaction limit amounts.
D. You may increase your daily transaction amount by converting your Phillip E- Account to Saving Account at any of our Phillip Bank branches. This required account verification by providing the identification document and completing the necessary form as required by Phillip Bank.
E. Your Phillip E-Account will be considered inactive if there are no transactions for more than 365 days.
F. For converting a Phillip E-Account to Saving Account of customer under age of 18 year olds, the following identification document are required:
– National ID Card/ Cambodian Passport and
– Birth Certificate or copy of Birth Certificate
- A parent (one or both of them) of a minor customer under 18 years old must sign or affix thumbprint on LETTER OF CONSENT ON OPENING DEPOSIT ACCOUNT AND MAKING TRANSACTIONS ON DEPOSIT ACCOUNT FOR MINOR CHILD in the presence of PLB staff.
- The parent(s) who signed or affixed on letter of consent must present original identities documents including family book or residential book or birth certificate to prove relationship to the minor child.
- The letter of consent shall be made only one time once customer request for converting the Phillip E-Account to a Savings Account and this letter of consent shall be used to open other additional accounts for minor customer in the future until the customer is 18 years old.
G. You agree to abide by all terms and conditions imposed by Phillip Bank in relation to the account(s) or service applied for in terms and conditions of Phillip E-Account opening and comply with all applicable laws, rules, regulations, and guidelines in Cambodia.
H. You understand and accept that Phillip Bank has absolute discretion in approving this opening request.
I. You agree to comply and be bound by the said terms and conditions.
4. Your Eligibility
To be eligible to sign up for a Phillip E-Account, you must meet the following eligibility criteria:
A. Be at least 15 years old age when registering the Phillip E-Account.
B. Be a new customer of Phillip Bank.
C. Own an eligible smartphone device with Phillip Mobile installed.
D. Have a valid and active mobile phone number and National ID or Cambodian Passport
E. Upload a photo of yourself along with your original and valid National ID or Cambodian Passport.
F. Acknowledge that Phillip Bank reserves the right to reject your application for Phillip E-Account during the registration process.
5. Deposit
You can deposit funds into your Phillip E-Account by transferring from another account via Phillip Mobile and other available channels.
6. Fees and Charges
A. We reserve the right to debit your account for any maintenance fees and charges related to transactions done via your Phillip E-Account.
B. These fees and charges may be set and amended from time to time.
C. For any changes of fees, you are deemed to acknowledge and agree to these adjustment, which will apply to all customers of the bank.
7. Acceptance and Use of Phillip E-Account
A. You are required to create your PIN for this online account following the requirements of Phillip Bank and shall take all precautions to ensure that the PIN is not disclosed to anyone. In the event that your PIN is lost, stolen or disclosed to another party, you shall immediately report to us via our call centre at +855 (0) 86 930 000 / +855 (0) 89 989 818 (24/7).
B. You agree that the online account opening is provided exclusively for your benefit; therefore, you acknowledge that Phillip Bank shall not be held liable in any manner or form, of the following:
- If you are unable to access and/or utilize Phillip Mobile due to any reason beyond Phillip Bank’s control, including any technical error or communication error related to your mobile device, or any network malfunction;
- For any loss or damage that may arise or be incurred directly or indirectly from Phillip Bank carrying out the verified user’s transactions or instructions, or from to any malfunction or failure of the Phillip Mobile;
- A whole or any partial, incomplete, late or failed transfer, remittance to any beneficiary due to any reason beyond our control.
C. You acknowledge that any document and/or data downloaded or otherwise obtained through the use of Phillip Mobile is subject to your own risk, and we assume no responsibility for the timeliness, deletion, mistaken delivery or failure or damages to you or your mobile device or any loss of data that may result from the download or the obtaining of such document and/or data.
D. You agree and allow Phillip Bank to deduct monthly fee charge determined by Phillip Bank once your Phillip E-Account turn status to dormant account.
E. You agree to be bound by the Terms and Conditions and other relevant terms and conditions of Phillip Bank, which may be modified from time to time at Phillip Bank’s sole discretion with any prior notification.
F. You shall be responsible and liable for any legal penalty arising from any falsely disclosed information and documents in the event they are unlawful and not genuine.
G. You agree to allow Phillip Bank to provide your information for ID/Cambodian Passport verification with a third party.
H. You agreed to allow Phillip Bank to share information in association with your personal data or transactions to our business partners, auditor, legal advisor and any persons to whom such disclosure is required by law or regulator.
8. Phillip Bank’s Rights
A. We reserve the rights to limit freeze or cancel your electronic access and transactions without prior notice and without liability if:
- We suspect that the disclosed documents are invalid or false after your online account is created.
- Our system or equipment malfunctions or are otherwise unavailable for use;
- You input the wrong PIN more than three times
- We find that the security of your electronic access or our system and equipment may have been compromised;
- Any reason for which we are required to do so by law or competent authorities.
B. We accept no responsibility for the inaccuracy or incompleteness of data, or corruption, interception, deletion or loss of data due to the fault, failure or malfunction of your smart phone/ device.
C. We have the sole discretion to revise these Terms and Conditions without prior notice. We will not be responsible for any losses you may incur if you do not comply with the security measures contained herein.
D. The bank will freeze the customer account temporarily without prior notice when there is an official instruction from related government authorities to take such action, and until the matter is resolved.
9. Validity
A. The Phillip E-Account shall be valid from its creation date until account closure.
B. Phillip Bank reserves the right to terminate the service and close the account in accordance with its policies and regulations, without prior notice.
10. Depute Resolutions
In case of compliant about unintentionally/ technical issue related to transferring the fund to the customer account, you delegate your right and allow Phillip Bank to solve the matter, freeze and/or debit that dispute amount from your account after received the compliant from the requester/complainer/ related authorities in accordance with the internal policy and dispute resolution procedures of Phillip Bank.
11. Anti-Money Laundering
You are strictly prohibited from violating the Law on Anti-Money Laundering and Combating the Financing of Terrorism and such other laws and regulations pertaining to money laundering/terrorism financing in force in Cambodia (“AML/CFT Laws”) and you agree to immediately provide any information/documents to the bank as may be required for compliance with AML/CFT Laws. Violation of these laws will result in immediate freezing and potential closure of your account.
12. Governing Law
The terms and conditions herein are governed by and interpreted in accordance with laws and regulations of the Kingdom of Cambodia, and any dispute with respect to these terms and conditions shall be under the jurisdiction of the courts of Cambodia.
